This report marks the tenth anniversary of the first edition of Monitoring poverty and social exclusion. Published in December 1998, that first report preceded by a few weeks the PrimeMinister’s historic pledge to abolish child poverty within a generation. The first edition of the government’s own annual monitoring report, Opportunity for all, appeared in autumn 1999. In compiling this report – the selection of 50 indicators presented here constitute no more than an eighth of the total stock of graphs on all aspects of poverty and social exclusion across the UK maintained on our website www.poverty.org.uk – we looked to see how far we could sensibly reproduce the original selection from 1998. Almost all the indicators could be reproduced, but it was not always wise to do so. In the end, some two-thirds of the indicatorsin this report featured in more or less the same form as a decade ago. The remainder are new, of which three, on costs, prices and debt, feature in the report for the first time.
